When the overlap runs
London trades 08:00 to 17:00 its own time and New York 08:00 to 17:00 its own. The overlap is whatever those two have in common, which depends entirely on how far apart the two clocks are on the day you are asking.
For roughly three weeks in March and one in late October, the United States has changed its clocks and Europe has not. In those weeks the overlap runs 12:00 to 17:00 UTC — 5 hours rather than 4. A static table cannot show you that, and most of them do not try.
